About one-third of flights leaving from London's Heathrow Airport on Aug. 14 were canceled because of delays caused by increased security, and about one-fifth will be canceled Aug. 15, British Airports Authority PLC said Aug. 14. Security regulations will allow one small piece of carry-on luggage beginning Aug. 15.
