Venezuelan President Hugo Chavez visited Panama on June 22 and signed a number of cooperation agreements with Panamanian President Martin Torrijos. One agreement reactivates a project to build an oil pipeline from Venezuela to Panama that would allow Venezuela access to the Pacific Ocean for oil exports. Chavez also proposed that Venezuela build an oil refinery in Panama, and asked Torrijos to join Venezuela's Petrocaribe initiative through which it sells oil on preferential terms to Central American and Caribbean countries.
