Russia and the United States should sign a new arms treaty in the next three years, Russian President Vladimir Putin said June 27, emphasizing equal economic competition terms. Putin proposed to begin negotiations in Washington, saying replacing the START I treaty, which expires in 2009, should be at the top of the agenda.
