Iranian Supreme Leader Ayatollah Ali Khamenei said Iran does not need to negotiate with the United States over its nuclear program June 27. State television quoted Khamenei as telling visiting Senegalese President Abdoulaye Wade that such talks could be held only if Washington recognizes Tehran's right to nuclear technology, in which case the dialogue would be over "controls, supervisions and international guarantees."
